since you have blue eyes use brown and cream eyeshadows (it makes blue stand out)
since you have fair skin use light light oink blush (it gives you more color)
your skin tone of fondation.

i have blonde hair and blue eyes too but i have a tan but what i do is i use eyeliner for my top eyelid and i go halfway on the bottom and then i use a light blue powder eyeshadow and i kind of make a thicker line above the eyeliner and then take my finger and rub it a little and then i just put on a little bit of mascara on the top lashes
