IF i where you i would wear eye liner that matches your hair color, like pink or purple
and same color shadow mixed with black :)

go for bright pink eyeliner - and alot of it!
with brown or black mascara whatever looks best on you
maybe like avril lavigne has her makeup!
1- foundation: recommended MAC, rub it in and make it look natural. ( if needed use concealer )
2- blush: smile and brush a it on your cheek where your smiling.
3-use a pink, a light brown, a gold, a purple, take the lightest color spread it through out the eye from the roots of the eyelashes to the eyebrow, then use the darker color and line it through the crease, and then use a lighter color then the crease and spread it from the crease and the roots of the roots of the eyelash and then blend it a bit.
4- use a black, or hotpink, brown, light color eyeliner you could ( outline the whole eye OR all the way across the top, and half way across the bottom )
5- then use a black mascara. not alot t make it chunk together.
6- you can use a eyebrow pencil, and make sure you pluck.

purple eyeshadow or eyeliner looks good with brown eyes, and you could wear bright blush that's like hot pink.
