I have blond hair and blue eyes. What works for me is, i use black eyeliner on the bottom of my eyes and not the top. Maybe sometimes i will put the black eyeliner near the corners of my eyes on my lids. Brown eyeliner and eyeshadow always make the blue eyes pop. Thats what i think. i know i feel your pain. i'm the same. blonde and blue is really hard to pull of something good. i went to clinique and they told me to get their lucky penny eyeshadow (or you can get like a cream color i guess), a black/brown mascara (put it on the TOP ONLY!), a violet eyeliner (that you put on the top only! and just a little bit), a medium bronzer that goes on your cheeks and nose, and then a pink lip gloss (but not to pink! more like a lighter pink). this will really brighten your face and make you look fabulous!
personally i have brown hair and blue eyes, but i have a friend who is fair skinned with blonde hair and green eyes so i think i will be able to help -- well first , never EVER wear too much black eyeliner. when one has pale skin and wears a lot of eyeliner, it kind of makes you look like white trash and dirty . i would suggest trying light eyeliner or browns . this is what my friend typically wears ..
black mascara . light brown shadow -- and thats IT . becuase ur skin is fair it will look liek u have more makeup on even when u dont . and if u go crazy with it u will look overdone . i woudl suggest wearing a little bit of blush and go light on the eyemakeup . u have nautral beauty no need ot go crazy =)
sinec you have blue eyes and light skin i would try dark blue eyeliner!
it brings out the eyes and wont look harsh like if you were to wear black eyeliner.

i tried it and it looks badd. although i have brown hair and blue eyes, blue makeup doesnt look good on blue eyess..try a dark brown eye shadow and brown mascara
